PHOENIX (Thursday, July 21, 2011) — Attorney General Tom Horne has authorized his office to conduct an initial investigation of the Arizona Independent Redistricting Commission based on reports that raise questions about the Commission’s compliance with Arizona’s Open Meeting Law and procurement laws when it recently entered into a contract with Strategic Telemetry to provide mapping consultant services.
“I need to emphasize very clearly that this is an initial investigation that will attempt to determine if any violations actually occurred,” Horne said. “I am concerned about reports that have raised questions about some of the procedural actions taken by the commission, and I am committed to finding out whether those concerns warrant any further investigation. If this initial investigation finds that laws have been violated, we will proceed accordingly.”

Republicans across the state have been circulating petitions to call a special legislative session to do away with the IRC altogether. Others have called for the IRC chair, Colleen Mathis, to step down or be removed.
Horne made clear that the investigation has just began, but is ongoing, and that the attorney general’s office has no evidence of wrong doing at this time.
State Senator Frank Antenori has been one of the most vocal critics of the IRC process and praised Horne’s investigation.
“They weren’t supposed to do the selection in executive session. That should have been done out in the open,” Antenori told the Arizona Capitol Times. “If they want to play games with their scoring, let them do it in the public,” Antenori added.
The IRC was created by Prop 106 in November 2000, which amended the Arizona State Constitution, stripped the Arizona Legislature of the power to draw state legislative and Congressional districts and created the Arizona Independent Redistricting Commission.
